1510.015.15  Refugee Medical Assistance

  1. Refugees determined to be ineligible for a cash grant due to failure to meet the 185% Income Eligibility Limit test or due to a NO NEED budget may be eligible for Temporary Assistance only.  In these cases, all of the instructions outlined under Eligibility Requirements apply, except for Work Activities.
    1. When the budget indicates a surplus, follow the instructions outlined under Procedure for Determining Eligibility for Medicaid only - With spend down.  In determining surplus, use the percentage of need.  Multiply the surplus by 3 to determine the spend down amount.  As medical expenses are incurred, subtract them from the spend down amount.  If the spend down is met, all persons included in the budget are legible for Medicaid.  Determine eligibility on spend down for prior quarter coverage in the same way.
    2. When the budget indicates a zero surplus/deficit, follow the instructions outlined under Procedure for Determining Eligibility for Medicaid Only - Non-spend down.  If the refugee is eligible for a cash payment but chooses to receive a Medicaid only or has a zero surplus/deficit, show a “no need” household with zero/deficit, or the household with a deficit, and complete the case as for any other GR case.
