1510.015.05 Refugee Cash Assistance
The following eligibility requirements apply to refugees who have been in the U.S. for eight months or less and are not eligible for Temporary Assistance and Medicaid/MC+.
All refugees eligible for a cash payment are eligible for Medicaid and receive a Medicaid card each month. Those refugees who are eligible for a cash payment but wish to receive only Medicaid coverage may do so. Those refugees requesting Medicaid only, who would be eligible for a cash grant must meet all of the following eligibility requirements outlined below with the exception of the Work Activities.
1510.015.10 Resources and Need
- The maximum which may be owned in resources is $1,000. Resources are defined and apply to the refugees in the assistance case in the same manner as for regular Temporary Assistance households.
Exclude from consideration any resources not available to the refugee including resources remaining in their native country, or resources owned by a sponsor.
Verification and recording of the value, debt, and equity of any property is required in the same manner as for regular Temporary Assistance households.
- Determine need in accordance with the instructions in the Temporary Assistance Manual.
The following provisions also apply:
- Do not include income not available to the refugee, including income received in their native country, but not available in this country.
- Do not include income belonging to the sponsors in determining need. Do not include any item(s) not in the form of cash which are supplied by the sponsor on the budget in determining need. Do not reduce the standard if any item(s) in the standard are supplied.
- Determine the amount of grant by the Temporary Assistance percentage of need for the number of persons in the household regardless of the number of adults. For example:
- A refugee living alone is eligible for the Temporary Assistance percentage of need for one person minus all countable income. The resulting deficit is the amount of grant.
- Six adults in a household are treated as Temporary Assistance group for six persons and are eligible for a grant determined by the percentage of need for six persons minus all countable income.
