- INTERNET APPLICATIONS THAT CANNOT BE SENT TO FAMIS; ACCEPTING INTERNET APPLICATIONS USER GUIDE
DISCUSSION:
Memorandum IM-36 dated 05/19/08 regarding the new MO HealthNet for Kids, Pregnant Women and Parents Internet application instructed the County Designee to contact IM Program and Policy if an Internet application could not be sent to FAMIS for either of the following reasons:
- If a MO HealthNet application already exits in FAMIS, or
- If the Eligibility Unit (EU) for the Internet application is in Active/Application status.
Effective immediately, it is no longer necessary to contact IM Program and Policy in either of these circumstances. Use the following procedures to process Internet applications that cannot be sent to FAMIS.
Processing of Internet Applications that Cannot be Sent to FAMIS
Internet applications cannot be sent to FAMIS when the Eligibility Unit already has an active MO HealthNet case or a pending MO HealthNet application. When attempting to send the application to FAMIS the message, "Active EU exists in FAMIS. Cannot add a person to FAMIS," displays if the EU already has an active MO HealthNet case or if there is already a pending MO HealthNet application for the EU.
If an error message is received after attempting to send the Internet application to FAMIS, the eligibility specialist must:
- print the Application Summary (WB102) that displays on the Document Queue (FMVM or DOCQUE) screen;
- review the printed Application Summary (WB102) to determine if action is needed; and
- compare information provided on the Application Summary to information currently entered in the FAMIS system.
NOTE: Refer to the Accepting Internet Applications FAMIS User Guide for information on how to access the Application Summary on the Document Queue (FMVM or DOCQUE) screen.
The applicant may wish to add-a-person and/or apply for MO HealthNet for Pregnant Women (MPW). If an application is needed, register the appropriate requested application (add-a-person, MPW, or both) in FAMIS. If no application is needed but there are changes reported, enter the changes in the appropriate screens in FAMIS and send a request for information (FA325) to the participant for any outstanding verification required. Process any add-a-person and/or MPW applications registered or changes reported following normal procedures. Enter comments on the Eligibility Unit Member Role (FM3Z or EUMEMROL) screen to support the application registered or to record comments when it is determined that neither an application or changes are needed following a thorough review of the Application Summary (WB102).
If no changes are made in FAMIS, the eligibility specialist must send the participant the attached IM-33MOH Notice of Case Action for MO HealthNet for Kids, Pregnant Women, and Parents Application to let the participant know that no changes were made to his or her case and to provide hearing rights. If changes are made in FAMIS, notices are automatically generated to the participant and no further action is required by the eligibility specialist.
Removing the Application off the Web Application Search Screen
Once the Application Summary (WB102) is printed and reviewed, the County Designee must withdraw the Internet application on the Web Application Search (FWH? or WEBSRCH) screen. The Accepting Internet Applications FAMIS User Guide is updated to include information on how to withdraw an Internet application.
NECESSARY ACTION:
- Review this memorandum with all appropriate staff.
- Use the updated Accepting Internet Applications FAMIS User Guide to process Internet applications.
- Withdraw Internet applications that cannot be sent to FAMIS after printing the Interview Summary and taking appropriate actions.
- Use the attached IM-33MOH Notice of Case Action for MO HealthNet for Kids, Pregnant Women, and Parents Application to let applicants know when no changes were reported or made to the case.
