0150.040.00  AVAILABILITY OF BENEFITS

The time of availability for cash and food stamps is 6:00 a.m. on the benefit availability date.

The participant must be advised of the availability date for each benefit being authorized:

Temporary Assistance Cash (daily benefit authorizations) - allow five calendar days following caseworker's authorization for benefits via IMU5 system.

Temporary Assistance Cash (regular payroll) - use the following regular payroll schedule:

TRE-allow 5 calendar days - following the caseworker's authorization for benefits via IMU5 system.

Food Stamps (daily benefit authorizations after the regular available date and expedited benefits) – show as available one calendar day following the authorization. Second month expedited benefits are available the first day of the month.

If there are transmission problems, the issuance may not be available until the second day after the date of request. If a delay occurs, the Payment History screen (FM5F) in FAMIS will be changed to reflect the correct availability date.

The regular payroll availability date is based on the payee's birth month and is available on that date even if it is a Sunday or a holiday.

0150.040.05 Pulling Food Stamp Benefits

Food stamp benefits may be pulled for adjustments up to 5:00 p.m. two days prior to the availability date. Prior to pulling benefits, follow adverse action notice procedures. Food stamp benefits for cases closed two or more days prior to the availability date are canceled as a result of the case closing.

0150.040.10 Pulling Temporary Assistance Benefits

There is no change in policy for pulling Temporary Assistance benefits. Refer to current policy.

Rely on the information provided on the Case Maintenance or Benefit Maintenance screens on the Administrative Terminal, regarding the amount of benefits issued, availability dates, and the cancellation of benefits.

0150.040.15 Food Stamp EU Leaves the State

Food stamp benefits remaining in an EBT account cannot be converted to food stamp coupons. The Missouri EBT card can be used in most states. Most major retailers accept the Missouri EBT card. If the EU cannot locate a store near their new residence, the benefits must be used in Missouri before they move or can be used to purchase food in areas or states that accept the Missouri EBT card during their move. Contact the Food Stamp Program and Policy Unit to locate a retailer where the EU is moving that accepts the Missouri EBT card.

0150.040.20 Temporary Assistance Participant Leaves the State

Cash benefits that have been deposited in an EBT account cannot be reissued by any other method. If the participant has an EBT card, tell him/her to use it to withdraw remaining cash benefits.
