Excluded from the definition of refugees are those persons who are dependents of repatriated United States citizens, since they are included in the Repatriate Program (discussed later in this section).  These dependents are defined as the United States citizen who has been repatriated: spouse, parents, grandparents, unmarried minor child (under 21), including adopted children and stepchildren, unmarried adult children who are dependent because they are handicapped, including adopted children and stepchildren, spouse's parents, spouse's grandparents, and minor siblings of the repatriate or spouse.

Since a dependent of a United States citizen may also possess a Form I-94, inquire whether the person entered the country as a dependent of a United States citizen and, if so, whether the relationship is such that the person should be included in the Repatriate Program rather than the Refugee Program.  Accept the refugee's statement, unless there is reason to question it.
