MSPA

This screen will be used to add coverage for spend down months beginning October 1, 2002.

Note:  Individuals, whose pending applications were prior to October 1, 2002, will continue to have their approval entered only in IMU5 for coverage for their current quarter rather than use MSPA. See conversion procedures in memorandum IM-106 for approving applications taken prior to October 1, 2002.

Type MSPA space DCN.  The screen will display the following:

Note:  For couple cases, you must enter the case head DCN.

The caseworker will enter the client liability amount on the day client meets spend down, in whole dollars rounded down, and the date the client met spend down; the system will enter a stop date.

Example: 
Client has a $300.00 spend down for October.  They furnish a doctor bill dated October 1, 2002, for $150.00, a pharmacy bill dated October 2, 2002, for $100.00 and a pharmacy bill dated October 3, 2002, for $75.00.  Client met spend down on October 3, 2002, with a $50.00 liability.  Caseworker enters 50 under client liability and 10-03-2002 under start date.  The system will enter 10-31-2002.

The start date cannot be prior to 10-01-2002, and only one eligibility period per month will be allowed.

If the caseworker discovers an error prior to hitting the enter key, they must space out the information in the liability and start date fields.

MSPU

This screen will allow the caseworker to correct beginning spend down coverage dates and liability amounts after the coverage period has been entered in MSPA.

Type MSPU space DCN.  The screen will display the current coverage and liability information.  To access prior months coverage hit enter and the screen will display the previous month, continue hitting enter to go to the month you need to correct.

Using the example above, client furnishes a bill on November 11, 2002, for $2,000.00 for medical services on October 1, 2002.  Caseworker would locate October 2002 eligibility and change liability amount to $300 and start date to 10-01-02.

The MSPU entry can only be deleted the same day it is entered.
Staff cannot remove an eligibility period or change the coverage date to a later date once it has been entered in MSPA.

MSPI

This inquiry screen is used for spend down coverage history only.  This is the only screen that will show coverage dates for spend down recipients after September 30, 2002.  The dates for spend down clients shown on IXIX, MXIX, or IPAR do not show coverage dates for spend down clients after September 30, 2002.  Please ensure all staff understands this, not just staff working on spend down cases.

MSPI cannot be updated or deleted.
