The December 1973 eligibility requirement provides that an eligible claimant must be one who is not publicly soliciting alms in any manner or through any artifice (trick) while receiving aid to the blind.
The claimant's signature on the application or reinvestigation eligibility statement is sufficient verification of eligibility on this factor. No recording on this point is required unless there is evidence that the recipient is soliciting alms.
If a question arises, a written inquiry giving all the facts should be referred to appropriate supervisory personnel for clearance.
The December 1973 eligibility requirement provides that an eligible claimant must be one who has no parent resident in this State, or a sighted spouse, who upon investigation are found to be able to provide for the reasonable support of the claimant.
A sighted spouse is one whose visual acuity is more than 20/200 in the better eye with correction. In cases where the question as to whether or not a spouse is sighted may affect eligibility, and where it is apparent the spouse has defective vision, obtain written evidence of degree of blindness. Submit letters, medical reports, etc. that contain a statement as to degree of vision to the State Ophthalmologist, who will determine whether the spouse is sighted. If there is no evidence, or if the evidence is insufficient, the spouse must submit to an eye examination. If the spouse agrees to the eye examination, arrange for it in the same manner as for an AB claimant. Payment is made by use of Form DOF-14. If the spouse refuses an eye examination, the spouse is considered a sighted spouse.
In establishing eligibility on this factor, the sighted spouse or parent(s) must complete and sign a Statement of Parent or Sighted Spouse.
This form is not necessary in the following situations:
The Statement of Parent or Sighted Spouse form should be signed regardless of whether the relative is living in the same household. If the relative lives in another county in Missouri, send the form directly to the relative. If no answer is received, county FSD office in which the relative resides should be asked to interview the relative and obtain the signed form. Do not delay a decision on an application pending receipt of the statement from a relative who does not live in the same household. Accept the statement of ability to support as given by the relative on the form without further verification. If the relative declares an ability to provide full support, the claimant is ineligible for AB. All contributions in cash or kind are included in the budget.
