Emergency Solutions Grant (formerly Emergency Shelter Grant)
DSS administers the Emergency Solutions Grant (ESG) in partnership with the Missouri Housing Development Commission (MHDC), Office of Community Initiatives.
The ESG provides funding to cities, counties, and non-profit agencies to address issues of homelessness and homelessness prevention via a competitive grant process. The ESG provides street outreach, shelter, and rapid re-housing services to the homeless, and homelessness prevention services to those at risk of homelessness. It provides funding to operate homeless shelters and to provide case management and essential services (e.g. transportation, medical/mental health care, job training, child care, and other related services) to address the needs of the homeless in moving towards permanent housing. It provides housing search and placement, housing stability case management, rent and utility payments, security deposits, moving costs, legal costs, and credit repair assistance through third party payments to landlords, utility companies, and other related entities to rapidly re-house or to allow participants to remain housed.
